Where is the individual responsibility of each citizen with the environment?

From the significant date that is August 13 for the Cubans, our people initiated the debates of the Constitution Project of the Republic of Cuba. These have been developed with the active participation of citizens in communities and work centers; where, according to the economic sectors, approaches and doubts arise about certain articles.

In the Horse Farm Escaleras de Jaruco, the veterinarian Doribel Peña called attention to those related to the environment. In his opinion, there was no reference to the obligation of citizens to protect animals and plants ... He was referring, with concrete examples, to the mistreatment of birds, dogs and horses by their owners, with total impunity.

His intervention was like an alert. Immediately I reread the articles related to the environment and yes, the veterinary was right.

In Chapter Three: Social, Economic and Cultural Rights, Article 86 states: All people have the right to live in a healthy and balanced environment. But it does not clarify that, in correspondence, they will have the responsibility to protect it. Then I read, the State protects the environment and the natural resources of the country. It recognizes its close link with the sustainable development of the economy and society to make human life more rational and ensure the survival, well-being and security of current and future generations ... Evidently refers to human generations, but not to survival , welfare and safety other life forms.

In the first place, the aforementioned article 86 leaves the responsibility to protect the environment and natural resources only to the State ... and I ask: Where is the individual responsibility of each citizen with the environment?

In compensation, in Chapter Four: Civic and Political Rights and Duties, Article 91 states: The exercise of the rights and freedoms provided for in this Constitution imply responsibilities.

They are the duties of Cuban citizens, in addition to the others established in this Constitution

and the laws: ensure with the requirements established for the protection of health and environmental hygiene; protect the natural resources and the cultural and historical heritage of the country and ensure the conservation of a healthy environment ...

Until the individual responsibility does come? It is very noble in the midst of a climate change that, if not reversed, would be the end of life on the planet as we know it today. Not for pleasure to the State Plan for the Confrontation to Climate Change is known as Life Task ... That's what it's about. Life is at stake ...

And that is where I identify the greatest limitation of articles related to the Environment, because they are written from the right of the human being and not from the right of every form of life to be respected.

Plants and animals coexist with humans in the same natural environment. They were even here before us. Every day, scientists show that plants are not as insensitive as we believe, and that humans are not the only intelligent beings on the planet ... Then, the protection of the environment must not be conditioned by what it represents for our sustainable development, but, because we live with other species that have the same right as humans to live on our planet and to the extent that we respect that right, we will survive as a species.

And I return to the Commander in Chief when he said: "Dreaming of impossible things is called utopia; fight for objectives not only attainable, but essential for the survival of the species, it is called realism "

Let's improve, then, our Magna Carta so that it really responds to the sustainable economic and social development in the time that Cubans intend.
